Associate Vice President and Chief Human Resources Officer

Eastern Michigan University with its main campus located in Ypsilanti, Michigan seeks a dynamic, strategic, pro-active and customer-service oriented individual for the position of Associate Vice President and Chief Human Resources Officer. 

The selected candidate will be responsible for, among other things: directing all of the non-academic human resource functions of the University, including a staff of approximately 15 people; developing and implementing a comprehensive plan for enhancing service to Eastern's approximately 2,000 regular and part-time employees and 17,000+ students by, among other things, developing key performance indicators (KPIs) for the University's human resources functions; overseeing negotiation and administration of collective bargaining agreements for multiple collective bargaining units; developing pro-active programs for enhancing human talent, promoting employee wellness, and ensuring a diverse workforce; developing and disseminating to employees the University's human resource procedures; and leading strategic human resource planning to provide Eastern with the best talent available and to position Eastern as the Employer of Choice by being aware of policies, practices and trends within the higher education arena.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  • Plan, develop, organize, implement, direct and evaluate the University's non-academic human resource function and performance in the capacity as a partner and consultant to the various University offices served by University Human Resources
  • Develop, monitor and refine key performance indicators (KPIs) for the University's human resources functions in coordination with senior University administrators
  • Cultivate and maintain strong and collegial working relationships with the University's collective bargaining partners
  • Oversee negotiation and administration of collective bargaining agreements for multiple collective bargaining units
  • Develop and, in consultation with other University stakeholders, implement appropriate policies and programs for effective management of the staff human resources of the University, including, but not limited to, compensation and benefits programs, employee and labor relations, affirmative action, annual performance review systems, sexual harassment, management of the human resource information systems database, employee complaints, employee wellness, external education, and career development
  • Develop human resource planning models to identify competency, knowledge and talent gaps and develop specific programs for the filling of the gaps, including talent management through proper succession planning programs for key contributor and management positions, training and development programs for preparing employees for more significant responsibilities, and general business development programs to enhance employee knowledge and understanding of the University's mission
  • Evaluate Eastern's existing compensation and benefit programs and develop competitive, progressive, and cost-effective programs consistent with the University's mission and budget priorities
  • Continually implement the University's goal of ensuring a diverse workplace by developing and implementing programs related to applicant recruiting, employee training, and data analysis
  • Coordinate the activities, programs and strategic human resource plans of Eastern's various departments and divisions
  • Communicate directly, pro-actively, and effectively with Eastern's employees (through public forums, campus-wide e-mail distributions, etc.) about University human resource procedures and policies
  • Establish personal and departmental credibility throughout the Eastern community as an effective listener and solution-oriented employee advocate
  • Evaluate and advise on the impact of long-range planning of new University programs/strategies and regulatory action as those items impact the attraction, motivation, development and retention of the people resources of the University
  • Supervise a staff of approximately 15 employees that may also include student assistants
  • Develop and manage the Office of University Human Resources annual operating budget of $1.7 million
  • Serve as a member of the President's Executive Council leadership team
  • Serve as lead for the Workforce Planning Committee (WPC) and facilitate strategic discussions with key University executives on matters of HR planning and strategy
  • Perform additional administrative responsibilities as a member of the President's Executive Council, including, but not limited to, serving on campus-wide committees and attending University events

QUALIFICATIONS:

  • Minimum of five (5) years' experience in executive-level human resource management
  • Bachelor's degree required; Master's degree strongly preferred
  • An energetic, forward-thinking, and creative individual with a proven track record of customer service to organizational clients through service as a partner and consultant
  • Experience negotiating and/or administering collective bargaining agreements
  • An individual with high ethical standards and demonstrated commitment to developing a diverse workforce
  • A strategic planner with sound technical skills, analytical ability, good judgment, and strong operational focus
  • A well-organized, trustworthy and self-directed individual who has a commitment to, and demonstrated experience with, collaborative decision-making
  • An intelligent and articulate individual who can relate to people at all levels of an organization, possesses excellent communication skills, and is an excellent facilitator experienced in resolving conflicts
  • Demonstrated ability to read, analyze, and interpret the most complex human resource related documents, respond effectively and with confidentiality to the most sensitive inquiries or complaints, make effective and persuasive speeches and presentations on controversial or complex topics to employee groups, and interact with management at all levels of the University, including the Board of Regents

  • University annual expense budget: approximately $325 million
  • Headcount: approximately 1,700 regular employees plus several hundred part-time employees
  • University compensation costs: approximately $220 million per year (which includes approximately $59 million per year in benefits costs)
